The effectiveness of organisational development depends firstly on the quality of its resources. Secondly, organisational development cannot generate the expected outcomes where the unit (or focus) of change is not motivated to improve its effectiveness. Thirdly the quality of organisational development work is also dependent on the competence and experience of the change agent either internal management or the external consultant.
